Your services will not be immediately affected. The City has notified all private waste collectors operating within North Miami, of its intent to have all Solid Waste Collection Services be provided by Waste Pro of Florida, Inc. In accordance with Florida law, the City may displace your service provider within three years time, commencing May 2012. If your contract runs out before the three year period, you may contact the City or Waste Pro, for services; or you may continue to use your current service provider for the time remaining.

Program applicants who have already received a certificate of completion are eligible.

It is important to understand that a high school diploma alone (from any type of accredited high school), is not enough to guarantee a student admission into a college or university, as each postsecondary institution has its own minimum standards including admissions exams, standardized test scores and other criteria.

The Library has public access computers available on a first-come, first-serve basis. Photo identification and a signed computer user agreement form are required on the first visit. Children under 16 years old must have a parent sign the computer user agreement form on the first visit.

This problem is usually caused by planned or unplanned work to the water distribution system causing sediment (calcium carbonate) in the pipes to shift (quite often this produces a dark red or brown color). When such a disturbance occurs, the water may appear unpleasing but it is not harmful to health, and can be cleared by running the first incoming cold water tap (usually in the kitchen) until it clears. If the discoloration does not clear, contact the Winson Water Plant at 305-953-2854.

This is a common problem but is usually not an issue caused by the water itself but one caused by bacteria growth in household plumbing fixtures, in most cases the “p-trap” is the culprit. To determine whether the odor is in fact coming from the cold water tap (which is rare), perform the following sniff test:
- Fill a clean glass cup with cold tap water from the faucet at the area in question.
- Exit the area of foul odor with the glass of water.
- Now take a sniff of the water in the glass. If the water in the glass has no objectionable odor, then the problem is likely caused by another source and not the cold water tap.

The City of North Miami’s drinking water is tested around the clock, including hourly, monthly, quarterly, and annually, depending on the parameter in question. Certain contaminants are tested for more frequently than others, as set forth by the Safe Drinking Water Act. For example, we currently analyze 15 parameters of water quality every hour and test over 100 sample sites throughout the city monthly.
Consumer Confidence Report
Every community water supplier must provide an annual report, called a Consumer Confidence Report (CCR) to its customers. The report provides information on your drinking water quality, including the water's source, contaminants found in the water, and how consumers can get involved in protecting and conserving drinking water.

The United States has one of the safest public water supplies in the world and the City of North Miami routinely meets all county, state, and federal guidelines. While the City of North Miami has the utmost confidence in the water it produces and distributes, it is not responsible for household plumbing and therefore only tests the water at the service connection. However, if you are concerned about contaminants in your home’s water system, contact the Florida Department of Health laboratory website to obtain a list of certified laboratories. Depending on how many contaminants you wish to test for, a water test can cost from $15 to hundreds of dollars. The Safe Drinking Water Hotline can give you information on testing methods.

Most natural water supplies contain some naturally occurring fluoride. Nevertheless, many communities, including the City of North Miami, add fluoride to their drinking water to promote dental health and to remain in compliance with all Environmental Protection Agency (EPA) and Department of Health guidelines.
Current Guidelines on Fluoride
The most current guideline from the U.S. Department of Health and Human Services (HHS) is 0.7 milligrams per liter (mg/L), the amount where fluoride is shown to be beneficial to the public. The EPA sets levels of protection based on the best available science to prevent potential health problems and the current maximum contaminant level (MCL) set by the EPA for fluoride is 4 mg/L. The MCL is the maximum amount allowed in a public water system.

The City of North Miami is committed to helping residents conserve water. Using water wisely helps conserve our wetlands and helps reduce water bills. To get started, here are some water conservation tips:
Indoors
- Don't use the toilet as a wastebasket. Each flush wastes water.
- Check toilets and faucets for leaks and fix any problems.
- Run your dishwasher only when it's full.
- Wash only full loads of laundry or use the proper water level setting for your load size.
- Don't leave the water running when brushing your teeth or shaving. With the tap running at full force, shaving takes 20 gallons of water, teeth-brushing takes 10.
- Take shorter showers or use less water in your bath. A full bathtub requires about 36 gallons of water. A five-minute shower using a water-conserving showerhead will use just 15 to 25 gallons.
- Consider installing water-efficient toilets, faucets and showerheads as a water-saving investment. Look into the shower head exchange program.
Outside
- Improve your soil by working organic materials, such as peat moss or compost, into the soil to help retain water. Consider aerating your yard to help it retain water.
- To reduce evaporation, water your lawn and gardens in the early morning or evening.
- Never water the sidewalk, driveway or street. Make sure the sprinkler aim is limited to the lawn or garden.
- Apply mulch around plants and trees to retain moisture and inhibit weed growth.
- Use a broom, not a hose, to clean driveways and sidewalks.

A tropical weather system characterized by constant circulation of maximum sustained winds of 74 miles per hour (mph) or higher that is usually accompanied by rain, thunder, lightning, and possibly tornadoes. Sustained winds are continuously blowing at a certain speed (as opposed to wind gusts, which can be higher. Hurricanes are classified into five categories, which range from category 1 (winds of 74 mph) to category 5 (winds of 155 mph and over.).

However, there are occasions when it is necessary to close a driveway to perform project-related work temporarily. Whenever required, the project team makes every effort to coordinate with the property owner in advance to minimize impacts.

Inform them of your claim, and they will provide you with insurance provider contact information. If you cannot find the contracting team member, email the Public Works Office. Water service lines are underground pipes that connect private properties to the City’s water main and deliver water to customers. The City of North Miami owns the portion of the water service line from the water main to the property line, and the property owners own the portion of the water service line from their property line to their tap.

A lead service line is a water service line that is completely or partially made of lead components, such as the pipes that connect to your house, lead solder (commonly used to connect copper piping) and brass fixtures on water meters, faucets, valves and fittings. A lead service line may be owned by the water system, owned by the property owner or both.

In 2021, the U.S. Environmental Protection Agency (EPA) revised the Lead & Copper Rule, which is a series of regulations to protect public health by reducing the potential for lead exposure through drinking water. The revisions added new protective measures to reduce lead exposure from the nation’s public water systems and from plumbing in private homes and businesses. Part of these protective measures requires community water suppliers to conduct an inventory of their water service lines by October 16, 2024.

Lead is not found in the drinking water that leaves the city’s water treatment facilities, but it can, although rarely, leach into water from lead service lines and connections, or from household pluming materials, that contain lead. The EPA’s Safe Drinking Water Act of 1986 prohibited the use of pipe, solder, and flux that were not “lead-free” and directed states to enforce this provision through state or local plumbing codes. Florida implemented this provision in the Florida Administrative Code on January 18, 1989, with a two-year implementation period. As a result, homes built in Florida in or after 1991 are far less likely to have lead pipes or lead solder, but there is a possibility that lead service lines or connections remain in some portions of the water system.

There are a few options:
- Contact a licensed plumber to determine if the pipe that connects your home to the water main (called a service line) is made of lead.
- Perform a Materials Verification Test on your water service line where it connects to the water meter. The city has prepared an instructional guide to help you do this. You can also use the EPA’s Protect Your Tap: A Quick Check for Lead online tool for a step-by-step guide to help identify lead pipes.
- Purchase a lead test kit at a hardware or home improvement store. Look for an EPA recognized kit.

The City water utility is responsible for providing high-quality drinking water but cannot control the variety of materials used in plumbing components. Customers who wish to have their water sampled can hire a private laboratory. For a list of laboratories approved for drinking water analysis, go to the Florida Department of Environmental Protection (FDEP) website and search under "NELAP Certified Laboratory Search." Depending on how many contaminants you wish to test for, a water test can cost from $15 to hundreds of dollars. Learn about lead in drinking water and how to limit your exposure by visiting resources listed on NorthMiamiFL.gov/LCR. Some steps you can take at home include:
- Run your water to flush out lead. If water hasn’t been used in several hours, run water for thirty seconds to two minutes or until it becomes cold or reaches a steady temperature before using it for drinking or cooking. This flushes most of the lead-containing water from the pipes.
- Use cold water for cooking and preparing baby formula. Do not cook with or drink water from the hot water tap; lead dissolves more easily into hot water. Do not use water from the hot water tap to make baby formula.
- Do not boil water to remove lead. Boiling water will not reduce lead.
- Look for alternative sources or treatment of water. You may want to consider purchasing a water filter or bottled water. Read the package to be sure the filter is approved to reduce lead or contact National Sanitation Foundation (NSF) International at 800-NSF-MARK or www.nsf.org for information on performance standards for water filters. To help maximize water quality, be sure to maintain and replace a filter device in accordance with the manufacturer’s recommendations.
- Test your water for lead. If you think you may have elevated lead levels in your home drinking water, have it tested. For a list of laboratories approved for drinking water analysis, go to the FDEP website and search under "NELAP Certified Laboratory Search." - Get your child’s blood tested. If you are concerned about exposure to lead, contact your local health department or health care provider to find out how you can get your child tested.
- Identify and replace plumbing fixtures containing lead. Brass faucets, fittings, and valves, including those advertised as “lead-free,” may contribute to lead in your drinking water. The law currently establishes the definition for “lead-free” as the weighted average of 0.25% lead calculated across the wetted surfaces of a pipe, pipe fitting, plumbing fitting, and fixture and 0.2% lead for solder and flux. Visit the NSF International website at www.nsf.org to learn more about lead-containing plumbing fixtures.
- Learn about construction in your neighborhood. Be aware of any construction or maintenance work that could disturb your lead service line. Construction may cause more lead to be released from a lead service line.
- Clean your aerator. Regularly clean your faucet’s screen (also known as an aerator). Sediment, debris, and lead particles can collect in your aerator. If lead particles are caught in the aerator, lead can get into your water.
- Use your filter properly. If you use a filter, make sure you use a filter certified to remove lead. Read the directions to learn how to properly install and use your cartridge and when to replace it. EPA has developed a consumer tool to identify point-of-use drinking water filters certified to reduce lead at: EPA Tool for Identifying Point of Use (POU) Drinking Water Filters.

Lead exposure can lead to new learning and behavior problems or exacerbate existing learning and behavior problems. The children of women who are exposed to lead before or during pregnancy can have increased risk of these adverse health effects. Adults can have increased risks of heart disease, high blood pressure, kidney, or nervous system problems.

The City’s Water Utility strives to provide its customers with a safe and dependable supply of drinking water every day. Water is treated at the Norman Winson Water Treatment Plant at Sunkist Grove so that the highest quality drinking water is distributed to its customers. Quality Assurance testing is performed every hour by state-licensed water treatment operators to ensure that the water leaving the Norman Winson Water Treatment Plant meets and/or exceeds all federal, state, and local regulations, as well as the City’s quality standards. The ity also regularly monitors their drinking water supply for contaminants and publishes the latest water quality information in a Community Confidence Report (CCR), which can be found at NorthMiamiFL.gov/LCR.

Lead is a common metal found in the environment. Drinking water is one possible source of lead exposure. The main sources of lead exposure are lead-based paint and lead-contaminated dust or soil, and some plumbing materials. In addition, lead can be found in certain types of pottery, pewter, brass fixtures, food, and cosmetics. Other sources include exposure in the workplace from certain hobbies (lead can be carried on clothing or shoes). Lead is found in some toys, some playground equipment, and some children’s metal jewelry.
Brass faucets, fittings, and valves, including those advertised as “lead-free”, may contribute lead to drinking water. The law currently establishes the definition for “lead-free” as the weighted average of 0.25% lead calculated across the wetted surfaces of a pipe, pipe fitting, plumbing fitting, and fixture and 0.2% lead for solder and flux.
The water pulled from the Biscayne Aquifer and provided by the City’s Water Utility does not contain lead. Lead can enter drinking water when plumbing materials that contain lead corrode, especially where the water has high acidity or low mineral content that corrodes pipes and fixtures. The most common sources of lead in drinking water are lead pipes [or service lines], faucets, and fixtures. When water is in contact for several hours with pipes or plumbing that contains lead, the lead may enter the drinking water. Homes built before 1986 are more likely to have plumbing containing lead. New homes may also have lead; even “lead-free” plumbing may contain some lead. Among homes without lead service lines, the most common problem is with brass or chrome-plated brass faucets and plumbing with lead solder.

The service line replacement cost is very site specific but can range anywhere from $75 to $225 per foot of service line. The actual cost of replacement reflects a number of factors including the length of the service line (homes set further back from the road tend to pay higher amounts because they have longer lines), the technique used to install the new service line, the materials used, and the built environment where the service line is located.

Lead services lines on a customer’s property are the responsibility of the property owner to replace at their expense. The city strongly advises that you contact a licensed plumber for work on your service line. The city is working to complete an inventory of the water service lines and replace any remaining service lines with lead-containing materials up to the private property boundary within the next ten years.

Should smoke enter your home or business, it will come from a plumbing fixture (toilets, sinks, tubs, showers, etc.). The smoke takes about five to ten minutes to dissipate.
During testing, smoke should not enter a home. However, if it does, this means the homeowner may have a potential plumbing problem on their property. The City recommends the homeowner calls a plumber at their convenience. Repairs made by the City will only occur in the public right-of-way.
If smoke does enter the building during testing, open windows and doors to increase ventilation. Note the location of the emission, exit the building and inform the testing crews. Smoke from the testing process should dissipate within a few minutes.
