1. What is Career Online High School (COHS)?

Career Online High School (COHS) is an online private high school diploma and career certification program available through some of Florida's public libraries. This program offers free enrollment to a limited number of qualified adult students.

2. Who can apply for COHS?

Adult residents who are at least 19-years-old and wish to earn their high school diploma. As an indicator of readiness it is recommended that the applicant have attended the 9th grade. Minors should pursue their high school education through existing high school programs.

Program applicants must have a public library card in good standing or be willing to apply for a library card. Program applicants who have already received a standard high school diploma or a high school equivalency diploma are not eligible for this program. Program applicants who have already received a certificate of completion are eligible.

3. What type of career certificates will be offered?

Through COHS, students may earn a certificate in the following areas:

4. What is the career portfolio?

To arm COHS Students with the tools needed to find a job, COHS will teach students to create essential documents, such as resumes and cover letters. All students must complete this.

5. Is all course work web based?

Yes, all course work is web based.

6. What device(s) could I use to access my course work?

You may use a desktop laptop or tablet. Computers are available for use at the North Miami Public Library during regular business hours.

7. Is all course work in English?

Yes. At this time, all coursework is available in English only.

8. Will I need to purchase text books?

No. All material will be provided by COHS.

9. How long will it take for students to complete the program?

Students will be given up to 18 months to complete the program, which will consist of 18 credits. Students accepted into the program may transfer up to 14 credits from their former accredited high school. Depending on how many credits the student is able to transfer, the program can be completed in as few as six months. The average time to complete is 12 months.

10. Will local Colleges and Universities accept a Career Online High School diploma?

The prevalence of online "diploma mills" and counterfeit degrees has unfortunately created some skepticism around the legitimacy of diplomas from online institutions. Career Online High School is not a diploma mill. Career Online High School is accredited by:

• The AdvancED Accreditation Commission
• The national commission that confers the Southern Association of Colleges and Schools Council on Accreditation and School Improvement (SACS CASI)
• North Central Association Commission on Accreditation and School Improvement (NCA CASI)
• The Northwest Accreditation Commission (NWAC) accreditation seals

While Career Online High School itself is a new institution and may not immediately be familiar by name, it is easy to demonstrate that the school is recognized across the nation as a quality school system, delivering an Advanced accredited online high school diploma. It is important to understand that a high school diploma alone (from any type of accredited high school), is not enough to guarantee a student admission into a college or university, as each postsecondary institution has its own minimum standards including admissions exams, standardized test scores and other criteria.

11. Does the NoMi Library offer additional resources for education and job preparation?

The NoMi Library is committed to helping people meet their education and job preparation needs. The library encourages you to visit your nearest branch and speak to the staff to help you find a local agency or resource that will best fit your needs.

12. How do I get started?

First, complete the online self-assessment. After successfully submitting the web-based self-assessment, applicants will be contacted by the North Miami Public Library within 5 business days to discuss the prerequisite course. Upon successful completion of the course, applicants will be contacted by the library within 5 days to schedule an interview and discuss the applicant's program admission.

13. How are students notified when admitted into the program?

During the in-person interview, the applicant will be told if they qualify to receive a COHS scholarship.

14. How can members of the community donate to the Scholarship program?

15. Can students pay their own tuition if scholarships are not available?

If there are no additional scholarships available for the year, and students who are accepted into the program and would like to pay tuition out of pocket, the fees and payment options are as follows:

Option 1

• Payment In-Full at Time of Enrollment Total Price: $1,295
• Benefit: Administration fee of $91 is waived when total tuition cost of $1,295 is paid upon enrollment.

Option 2

• Automatic Payment Withdrawals Total Price: $1,386
• Upon enrollment, first payment of $77 is due. After 1st month of enrollment, 17 additional monthly payments of $77 are automatically charged to the student's credit or debit card.

16. If for some reason I will not be able to complete the program in the allotted time can I receive an extension?

A 3 month extension can be granted at the discretion of the Academic Coach. If a student receives an extension an out of pocket fee of $250 will be assessed.

17. What if I need to take a break to deal with a life changing event?

At the discretion of the Academic Coach, a student can be granted up to 6 months leave of absence at no charge.

No. The City Attorney's Office represents the issues of the public as a whole and therefore cannot represent the interest of any individual resident, employee or Council member. No. The City Attorneys are licensed by the Florida Supreme Court and must adhere to the rules established by the Court to govern all Florida attorneys. The Florida rules do not allow an attorney to communication with someone that is being represented by another attorney.

The City addresses the violation notice to the property owner; however, tenants should confer with their landlord on specific contractual obligations.

7. Are short term residential property rentals and rental advertisements authorized?

Rental advertisements for a period of less than 3 months are prohibited. Rentals for a period of 3 months or less, or renting/leasing more than 4 times in a twelve month period is prohibited.

The purpose of the City of North Miami's proposed GO Bond is to finance the cost of various capital improvement projects including:

5. If the bond is passed, what actions are required before the bond can be implemented?

The City would need to seek guidance from the bond legal counsel, and collaborate with underwriting banks, and City staff to prepare the necessary legal and financial documents to sell the bonds on the municipal bond market. Additionally, the projects would need to be designed and prepared to be built.

6. What are the projects and the budget for each project?

Based on feedback from North Miami residents and City Administrators, the Proposed GO Bond has four areas of focus: Public Facilities, Infrastructure and Sustainability, Technology Improvements and Affordable Housing. 7. How were bond-related projects selected?

The City held a series of public input sessions last November and December, and public information sessions in January and February. All public input and information sharing sessions were hosted by City Administration to garner direct feedback from residents about desired neighborhood improvements and to update the public on how their input shaped the bond proposal. Projects were selected based on staff recommendations, public input received during several town hall meetings, and City Council approval.

8. Can bond funds be spent on salaries for staff and elected officials, day-to-day business operations, parties or events? What are authorized uses of bond funds?

Bond proceeds cannot be used to pay day-to-day operating cost. The proceeds can only be used on the approved projects indicated in the bond referendum questions.

9. How many years must North Miami tax payers contribute to the bond?

The bond will not exceed 30 years beyond the date of issuance.

10. Will the bond proceeds be issued in installments or in one lump sum amount?

The bond proceeds are anticipated to be issued in 4 tranches (or draws) over 8 years.

11. Will there be a bond oversight committee? If so, what is the purpose and how will you maintain transparency throughout the implementation process?

If North Miami residents vote to pass the proposed bond, City Administration will establish a Bond Oversight Committee made up of North Miami residents, staff and elected officials. The oversight committee will monitor and review implementation of the bond, to further the City's efforts toward transparency. The committee will be made up of North Miami residents and professionals that have requisite relevant experience, such as:

12. If North Miami residents vote to adopt the proposed GO Bond, when will bond-related projects begin?

Why not levy a bond with those funds? This voter referendum will give the City the required statutory approval to use the ad valorem taxes being generated by the Sole Mia project on bond projects.

14. I am a North Miami business owner. I am not a North Miami homeowner. How will the bond impact me?

If approved, all North Miami property owners will receive an additional ad valorem assessment sufficient to pay the debt.

View the Government Jobs website and apply from that site after finding a job that you are interested in. If this is the first time you are using the City of North Miami’s online application system, you will need to create an account and select a Username and Password. To do so, go to create an account and complete the form. You will then be able to log into your account. After your account has been established, proceed to Job Opportunities and click on the recruitment of interest and then click Apply.

3. If I’m scheduled for a test and cannot make it are make-up tests given?

Usually we do not give make-up tests. If it is a test with multiple tests dates and other dates are still available you may be rescheduled. You may be request to be rescheduled.

4. Do you do criminal background checks? If I have a record am I ineligible to apply?

We do a background check prior to hiring. A decision to hire is made on an individual basis based on the position to be filled, the charge and date of incidents.

5. I applied for a position and never received any notification.

You should receive an email to inform you if you are eligible or ineligible for the position.

6. How long does it take to process an application?

It could take up to 6 to 8 weeks. Applications must be screened, test must be given and scored and interviews must be completed prior to hiring. Filling police positions may take more than 4 months.

7. Do you make reasonable accommodations for applicants with disabilities?

Yes, based on the Americans with Disabilities Act of 1990 (ADA), the City will provide reasonable accommodation.

8. Do Veterans receive any preference during the selection process?

In accordance with Florida Statute 295, the City of North Miami will award United States military veterans who meet the criteria stipulated in the aforementioned statute preference in employment. All applicants seeking veteran's preference are required to present a legible Form DD-214 in order to qualify. 1. Does the Library have computers and Internet access for the public?

The Library has public access computers available on a first-come, first-serve basis. Photo identification and a signed computer user agreement form are required on the first visit. Children under 16 years old must have a parent sign the computer user agreement form on the first visit.

2. Does the Library offer free WiFi?

WiFi is now available in the library. Although laptops are not currently available for borrowing, individuals can access the Internet using their laptop or other electronic devices, by accepting the Wi-Fi terms of agreement.

3. Does the library take book donations?

The library gratefully accepts donations of clean, dry books and magazines during business hours Monday through Thursday. We appreciate items that are packed in boxes as storage can be a problem.

4. How can I become a Library volunteer?

The library has a wide variety of volunteer opportunities for teens, seniors and everyone in between. Interested individuals should come to the Library to speak with the staff and to complete the application.

Friends of the North Miami Public Library

The Library also benefits from the support of the Friends of the North Miami Public Library, a civic minded group of people who know that quality library service is important to their community. As a group, Friends strive to support, improve and promote the Library. Reciprocal Borrowers

If you live in areas of Miami-Dade County served by the Hialeah Public Library, the Miami Dade Public Library System, or the North Miami Beach Public Library you can get a free card. With the exception of Interlibrary Loan, reciprocal borrowers whose accounts are in good standing have full borrowing privileges. We encourage everyone to take advantage of the services and resources available at all of the participating libraries.

8. Why do some apartment buildings or condominiums continue to be able to use other garbage companies while we must use Waste Pro?

If you were previously being serviced by the City, then your services will be provided by Waste Pro. If you were previously being serviced by a private waste collector, you may continue such services until May 2015, at which time the sole service provider shall be the company selected by the City. 10. What is the meaning of the letter the City sent to all the private haulers?

The letter was addressed to existing private waste collectors under franchise with the City of North Miami, and is required pursuant to Section 403.70605, Florida Statutes, to implement an exclusive franchise for the provision of solid waste services throughout the City.

1. My cold water tap is coming out brown, what do I do?

This problem is usually caused by planned or unplanned work to the water distribution system causing sediment (calcium carbonate) in the pipes to shift (quite often this produces a dark red or brown color). When such a disturbance occurs, the water may appear unpleasing but it is not harmful to health, and can be cleared by running the first incoming cold water tap (usually in the kitchen) until it clears. If the discoloration does not clear, contact the Winson Water Plant at 305-953-2854.

2. My cold water tap has a foul odor?

This is a common problem but is usually not an issue caused by the water itself but one caused by bacteria growth in household plumbing fixtures, in most cases the “p-trap” is the culprit. To determine whether the odor is in fact coming from the cold water tap (which is rare), perform the following sniff test:

• Fill a clean glass cup with cold tap water from the faucet at the area in question.
• Exit the area of foul odor with the glass of water.
• Now take a sniff of the water in the glass. If the water in the glass has no objectionable odor, then the problem is likely caused by another source and not the cold water tap.

3. How often is our drinking water tested?

The City of North Miami’s drinking water is tested around the clock, including hourly, monthly, quarterly, and annually, depending on the parameter in question. Certain contaminants are tested for more frequently than others, as set forth by the Safe Drinking Water Act. For example, we currently analyze 15 parameters of water quality every hour and test over 100 sample sites throughout the city monthly.

Consumer Confidence Report

Every community water supplier must provide an annual report, called a Consumer Confidence Report (CCR) to its customers. The report provides information on your drinking water quality, including the water's source, contaminants found in the water, and how consumers can get involved in protecting and conserving drinking water.

4. What should I do if I want my household water tested?

The United States has one of the safest public water supplies in the world and the City of North Miami routinely meets all county, state, and federal guidelines. While the City of North Miami has the utmost confidence in the water it produces and distributes, it is not responsible for household plumbing and therefore only tests the water at the service connection. However, if you are concerned about contaminants in your home’s water system, contact the Florida Department of Health laboratory website to obtain a list of certified laboratories. Depending on how many contaminants you wish to test for, a water test can cost from $15 to hundreds of dollars. The Safe Drinking Water Hotline can give you information on testing methods.

5. Why is there fluoride in my water?

Most natural water supplies contain some naturally occurring fluoride. Nevertheless, many communities, including the City of North Miami, add fluoride to their drinking water to promote dental health and to remain in compliance with all Environmental Protection Agency (EPA) and Department of Health guidelines.

Current Guidelines on Fluoride

The most current guideline from the U.S. Department of Health and Human Services (HHS) is 0.7 milligrams per liter (mg/L), the amount where fluoride is shown to be beneficial to the public. The EPA sets levels of protection based on the best available science to prevent potential health problems and the current maximum contaminant level (MCL) set by the EPA for fluoride is 4 mg/L. The MCL is the maximum amount allowed in a public water system.

6. How can I conserve water?

The City of North Miami is committed to helping residents conserve water. Using water wisely helps conserve our wetlands and helps reduce water bills. To get started, here are some water conservation tips:

Indoors

• Don't use the toilet as a wastebasket. Each flush wastes water.
• Check toilets and faucets for leaks and fix any problems.
• Run your dishwasher only when it's full.
• Wash only full loads of laundry or use the proper water level setting for your load size.
• Don't leave the water running when brushing your teeth or shaving. With the tap running  at full force, shaving takes 20 gallons of water, teeth-brushing takes 10.
• Take shorter showers or use less water in your bath. A full bathtub requires about 36  gallons of water. A five-minute shower using a water-conserving showerhead will use just  15 to 25 gallons.
• Consider installing water-efficient toilets, faucets and showerheads as a water-saving  investment. Look into the shower head exchange program.

Outside

• Improve your soil by working organic materials, such as peat moss or compost, into the soil  to help retain water. Consider aerating your yard to help it retain water.
• To reduce evaporation, water your lawn and gardens in the early morning or evening.
• Never water the sidewalk, driveway or street. Make sure the sprinkler aim is limited to the  lawn or garden.
• Apply mulch around plants and trees to retain moisture and inhibit weed growth.
• Use a broom, not a hose, to clean driveways and sidewalks.

7. What is the shower head exchange program?

Replacing your showerhead with a new high efficiency fixture can significantly reduce your water use. Any City of North Miami resident can bring an old showerhead to the following locations and receive a brand new high efficiency fixture available Monday through Friday, 8 am to 5 pm:
