  • COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) HOME INVESTMENT PARTNERSHIP PROGRAM (HOME) FISCAL YEAR 2019-2020 ACTION PLAN & PUBLIC MEETINGS

    The City of North Miami is an entitlement community eligible to receive assistance under the United States Department of Housing and Urban Development (HUD). The City of North Miami is anticipating an announcement from HUD regarding Fiscal Year (FY) 2019-2020 CDBG and HOME allocations. In accordance with the federal regulations, 24 CFR, Part 91, the City of North Miami is preparing a draft Annual Action Plan submission for its community development programs. This document is a requirement for direct assistance under HUD’s funding programs including the Community Development Block Grant (CDBG), and HOME Partnership Investment Program (HOME). The city intends to submit the Annual Action Plan to HUD by August 15th, 2019.

    The proposed FY 2019-2020 Annual Action Plan is a component of the 2015-2019 Consolidated Plan that identifies resources and strategies to assist with meeting housing and community development needs and includes plans for monitoring performance. The allocation amount for FY 2019-2020 is $757,246.00 in CDBG funds and $269,234.00 in HOME funds. CDBG and HOME funds will be used for public facilities, and infrastructure improvements, public services, affordable housing related projects, and economic development.

    As part of the planning process, the City of North Miami is conducting public meetings to solicit public input on programs and activities eligible for CDBG and HOME funding and to prioritize such programs and activities for eligible areas citywide. Residents are invited to attend and participate in these discussions. The locations and dates of the meetings are as follows:

    There will also be a public hearing opportunity at the Planning Commission meeting on June 4th, 2019 at the City of North Miami’s Council Chambers, 776 NE 125th Street (Second Floor) at 7:00 p.m. The final council approval meeting will be held at 776 NE 125th Street (Second Floor) on June 25th, 2019 at 7:00 p.m. The thirty day commenting period regarding the Annual Action Plan report begins on June 26th, 2019 with an end date of July 26th, 2019.   • NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS
    April 28, 2019

    On or about May 6, 2019 the City of North Miami will submit a request to the US Department of Housing and Urban Development (HUD) for the release of CDBG funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake a project known as Elaine Gordon Park Restroom Remodel for the purpose of remodeling the interior of restroom facilities in two existing buildings at a city-owned public park, Elaine Gordon Park, 1725 NE 135th Street, North Miami, Florida, 33181. The project will receive an estimated $25,000 in CDBG funding. The project will not receive funding from other sources.

    The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the office of:

    PUBLIC COMMENTS
    Any individual, group, or agency may submit written comments on the ERR to the City of North Miami Community Planning and Development. All comments received by May 5, 2019 will be considered by the City of North Miami prior to authorizing submission of a request for release of funds.

    ENVIRONMENTAL CERTIFICATION
    The City of North Miami certifies to HUD that Larry M. Spring, Jr. in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of North Miami to use Program funds.

    OBJECTIONS TO RELEASE OF FUNDS
    HUD will accept objections to its release of fund and the City of North Miami’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of North Miami; (b) the City of North Miami has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD Miami Field Office at:
