C P & D - Planning



The Planning Section is responsible for current and long range planning. Current planning is undertaken through the evaluation of projects requiring a public hearing or administrative review. The Planning Division provides staff support for the Planning Commission by coordinating the review of proposed development projects with other City Departments and presenting the Planning Commission with a recommended action. Typical current planning activities include review of master plans, planned developments, conditional use requests, rezonings, annexations, abandonments of rights-of-way and Developments of Regional Impact (DRIs). Long range planning involves developing, monitoring, updating and amending the City's Comprehensive Plan.

The Planning Division is also responsible for maintaining and updating the City's Comprehensive Plan and the North Miami Zoning Code of Ordinances. The Zoning Code of Ordinances is the set of regulations for development within the City that implements the Comprehensive Plan.

The Comprehensive Plan includes goals, objectives and policies that are supported by data and analysis, which together provides an overview of current and future transportation needs within the City and establishes various strategies aimed at meeting the City’s transportation initiatives. The City’s Transportation Master Plan, Transit Overlay District Feasibility Study and Transportation Element further provides a blueprint for the City’s transportation objectives and includes various multimodal strategies that support existing and future transit needs. On June 25, 2005 the Mayor and Council approved Resolution # R-2005-71 which allowed the City Manager to enter into an agreement with the Florida Department of Transportation for the design and construction of the 1.5 mile Arch Creek Bike Path, to be located along 135 Street, east of Biscayne Boulevard and connecting to the existing path at Florida International University (FIU). The bike path is currently in the design phase with construction slated for summer 2007. As a designated Transportation Concurrency Exemption Area, the Arch Creek Bike Path represents one of many alternative strategies the city is currently pursuing to encourage bicycle safety and promote a more pedestrian oriented environment.
