The Housing and Community Development Section's overall goal is to assist the City of North Miami in creating a viable urban community by providing decent housing, a suitable living environment and expanding opportunities, principally for very low, low and moderate-income persons/families (with incomes not exceeding 120% of median family income for the Metropolitan Dade County area). To achieve the above, the Section is responsible for the following tasks:

  • Administering local, state and federal funds designated for housing and community development.
  • Identifying housing and community development needs within the City.
  • Working with "not for profit" organizations to expand opportunities and quality of life for low and moderate income residents.
  • Planning, developing and implementing programs and activities to meet identified needs in housing and community development, such as homeownership, single-family and rental rehabilitation, public facilities and improvements.

Housing Programs
The City of North Miami offers several programs to promote affordable housing within the City. Deferred loans and grants are available for very low to moderate-income families who are in need of home repairs or are interested in purchasing a home.

Federal and State funding sources for theCity's Housing Programs are the State Housing Initiative Partnership (SHIP) program, the Community Development Block Grant (CDBG) program and the HOME Investment Partnership (HOME) program.

Housing Assistance Application

1st Time Home Buyer Down Payment/Closing Cost Assistance

Assistance is available to first-time homebuyers purchasing a single family home, town house or condominium in the city of North Miami.  Funds can be used for down payment or closing costs.  Deferred loans from SHIP (up to $25,000.00) and HOME (up to $40,000.00) are awarded to eligible persons who have not previously owned a home.  Funds are provided at the time of closing.


Rehabilitation of Owner-Occupied Homes

Homeowners residing in the City of North Miami who do not have adequate financial resources to make necessary home repairs, may be eligible for assistance if their income falls within the specified ranges listed in the Income Limits Table.  Emergency repairs, weatherization, home rehabilitation and exterior painting to correct code violations are eligible activities.

  • The estimated repair costs for each housing unit cannot exceed $25,000.00, per CDBG program.
  • The estimated repair cost for each housing unit cannot exceed $25,000.00, per SHIP program.
  • The estimated repair costs for each housing unit cannot exceed $40,000.00, per HOME program.

2005 Disaster Grant Program
The primary goal of the Housing Division is to provide decent, safe, sanitary and affordable housing to very low, low and moderate-income citizens within the City of North Miami.  The City of North Miami has acquired funds for disaster relief from the 2005 hurricane season.  The Disaster Program will focus on the components such as roofs, windows, shutters, doors and in some cases, interior rehabilitation that will bring the unit up to current standards and codes.

     

Paint Program

The primary purpose or intent of our paint program is to beautify communities and satisfy potential or existing Code Violations.   The scope of this program is limited to the unit exterior.  An eligible participant will select their colors and submit them to the Building Department for approval, as they must be in compliance with the City’s color chart.

Tenant Rental Assistance Program

The purpose of this strategy is to provide one-time assistance to families whose rent have increased and can no longer afford to remain in that unit, those whose units are being gentrified, as in condo conversion or as result of unforeseen circumstances.


Multi-Family Rehabilitaion

The primary purpose of The Home Investment Partnership Program (HOME) Rental Housing Rehabilitation Program is to increase the diversity of affordable housing units by rehabilitating deteriorated rental housing units occupied by low and moderate-income residents of the City.  To achieve this purpose, the City will focus on rental housing units within the City limits of North Miami in accordance with the needs and priorities identified in its consolidated plan.  CP&D will seek private participation by the use of Request for Funding Proposals (RFP) or Notice of Funding Availability (NOFA).


Homeownership Development Assistance Program

The primary purpose of this strategy is to assist developers building single family homes or converting units to condominiums to reduce the sale price of those units to 1st Time Home Buyers.

Q: To obtain down payment assistance, am I responsible for locating a      house to purchase?
A:
Yes. You must locate and initiate a contract for a home, located     in the City of North Miami, prior to applying to the city for     assistance.

Q: How are loan amounts determined for down payment assistance?
A: Income level determines deferred loan amounts.

Q: How often can I apply for assistance?
A: Homeowners who have received assistance from the City cannot     re-apply for seven (7) years, except under the HOME Program,     which can be up to twenty (20) years.

Q: Are there any Restrictions on Homes to be Purchased or
     Rehabilitated?
A: Yes.For down payment or closing cost assistance, the
     appraised value of the housing unit cannot exceed
    $320,000.  For rehab-assisted units, the assessed value
    cannot exceed $320,000.

Q: Is Rehabilitation of My Manufactured Home an Eligible
     Activity?
A: No.Funds may not be used to repair, rehabilitate or
    purchase mobile homes.

Q: Can I Receive Funds to Make Additions to my Home?
A: No. Home additions of any kind are not eligible
   activities.

Q: Can I Apply For Rehabilitation Assistance for My
     Rental Unit?
A: No.To be eligible for rehabilitation assistance, you must own and    live in the home to be repaired.
